Vanguard aims to hold most of the securities in the Index to form the portfolio. Bonds have a finite life which means the composition of the index is constantly changing. Futures may be used to gain market exposure without investing directly in fixed interest securities. This allows Vanguard to maintain fund liquidity without being underinvested. Importantly, derivatives aren’t used to leverage the fund’s portfolio.
